This proposal requests the allocation of token based compensation to the Astar Community Council (ACC) members for Q1 2026, covering the period from January 1 to March 31 2026. It reflects their commitment, time investment, and operational contributions toward decentralized governance, dApp Staking oversight, and Community Treasury management during the first quarter of 2026.

This is the first ACC compensation allocation under the new fixed ASTR model introduced by Referendum #54 – Transition the Astar Collective to a sustainable compensation model. Compensation is no longer calculated in USD and converted at prevailing market prices. Each full member is entitled to a fixed amount of 48,000 ASTR per quarter, pro rated monthly for members who joined or left during the quarter.

To streamline distribution, @Gaius_sama (Main Council) will receive the full amount from the Main Treasury and distribute the allocated compensation to each Community Council member accordingly.

During Q1 2026, the Astar Community Council delivered key governance and operational contributions, including:

1. Reinforcement of dApp Staking entry requirements to filter access and raise program quality
2. Implementation of an internal monitoring workflow for continuous evaluation of listed dApps
3. Execution of a large-scale dApp Staking cleanup, removing 58 projects across two on-chain motions
4. Development of dApp Staking improvement proposals aligned with Tokenomics 3.0
5. Continued structuring of the Astar Ambassador Fellowship (AAF), including an enhanced monitoring system and internal dashboard for task assignment and contribution tracking
6. Updates to internal and public documentation for dApp Staking listing/delisting workflows and Tokenomics 3.0 alignment
7. Joint work with the Astar Foundation and AFC on the transition of the Collective compensation model from USD based to fixed ASTR denominated amounts
8. Ongoing restructuring of the UCG program, transitioning its scope from bootstrapping to a strategic staking actor under the new 16 slot / 2 active tier framework
9. Evaluation of Q4 2025 Astar Agents reports and on-chain approval of Agents Tips distribution via the Community Treasury
10. UCG delistings (SFY Lab, NFT Bridges, Aradia) and reallocation of 63M ASTR to the Community Treasury
11. Continued growth of the Community Treasury, with closing balance increasing from ~123M ASTR to ~126.9M ASTR despite regular expenses, and 4,812,330 ASTR earned in Q1 staking rewards
