Summary

This motion authorizes the enactment of runtime-2300 on Astar mainnet. It brings the runtime onto the Polkadot SDK and Frontier stable2512 release line, sets the relay parent offset to 0, and reduces the collator-selection pallet's MinCandidates from 5 to 1. Astar moves from spec version 2207 to 2300.

Runtime-2300 is already live on Shibuya (2026-07-22) and Shiden (2026-07-27). Astar mainnet is the last network in the rollout and the only one that moves through governance rather than sudo.

What changes in runtime-2300

• Polkadot SDK and Frontier uplift to stable2512 (#1643, #1652). The substance of the release.
• Relay parent offset set to 0 on Astar and Shiden (#1660). Reverts the value enacted by runtime-2207.
• MinCandidates reduced from 5 to 1 (#1652). Shipped as runtime-2208, which was never enacted on Astar mainnet, so it reaches mainnet here.
• Dependency and CI maintenance (#1650, #1653).

Node operator action required

Both collator and archive/RPC nodes must run client v5.50.0. Older binaries keep consensus compatibility temporarily but, per the release notes, will have issues with EVM tracing, XCM payment RPCs, and relay-chain peer signalling. No collator loses block authoring at activation. Recommended sidecar version: v20.14.0.

No action is required from stakers, dApp Staking participants, or holders.
