#32·Urgent Proposal: Recover Neemo Chunk 2 (~177M ASTR), Transfer to Treasury & Resume dApp Staking

This proposal executes the final step of the Neemo Finance recovery plan by claiming and securing ~177M ASTR (Chunk 2) from Neemo’s dApp Staking position and transferring it to the on-chain Treasury wallet. It also reactivates dApp Staking by disabling maintenance mode.

This is a follow-up to the successful recovery of Chunk 1 (~26.78M ASTR) and is being executed under a fast-tracked governance process, with support from the Main Council and Technical Committee.

Actions Executed in This Referendum

1. Set unlock_block = 1 for Neemo’s dApp to make funds claimable immediately
2. Disable maintenance mode for dApp Staking
3. Claim unlocked funds (~177M ASTR) using the Neemo dApp account
4. Force transfer of those funds to the on-chain Treasury wallet for safekeeping

Why This Matters

• Completes the secure recovery of all unlocked Neemo staking funds
• Transfers full control to the Treasury, avoiding further risk
• Resumes dApp Staking operations for all users
• Ensures transparent, on-chain resolution based on community governance
