This referendum proposes transferring two Hydration Omnipool LP positions, originally deposited by the Astar Treasury, to the Astar Financial Committee (AFC) via XCM. These LPs are currently held by the Astar Sovereign Account on Hydration and will be transferred using the uniques::transfer
extrinsic.

The LPs, worth ~7.5M ASTR, are currently idle. They were originally deposited using the Sudo key before the launch of Astar’s onchain governance. With governance now fully enabled, the AFC will take over these assets to manage them transparently, securely and productively, in line with Astar’s treasury diversification strategy.
🔐 Security and Risk Mitigation
This proposal also improves operational security. Managing LPs via an AFC-controlled multisig allows for faster, more flexible execution compared to full governance referenda. In the event of a vulnerability or protocol-level incident, the AFC can react quickly to protect funds, something that is difficult under the slower governance process. This model has become standard in many ecosystems as a core risk mitigation practice. The move aligns with the DAO’s need to act swiftly in urgent situations and reflects lessons learned from past treasury security incidents.
