This proposal upgrades the Astar Network to runtime 1900 and bundles the previously prepared runtime 1800 changes. It introduces Asset Hub migration preparations, the Tokenomics 3.0 Inflation Decay Factor, and governance-approved collator selection. This is a runtime-only release; no client upgrade is required.

🔧 Key Changes in Runtime 1900
1️⃣ Asset Hub Migration Preparations (bundled from runtime 1800)
- Governance-driven steps (e.g., migration signaling) to gate phases during migration
- Deactivation of DOT token XCM transfers during migration
2️⃣ Tokenomics 3.0 – Inflation Decay Factor (bundled from runtime 1800)
- Adds
decay_rate and decay_factor (Perquintill) to inflation params
- The decay factor is updated at each block initialized; all reward payouts apply current decay
- The decay rate is a configurable parameter controlled by the governance like other inflation's parameters
3️⃣ Collator Selection Governance Improvements
- Governance-approved workflow for candidacy approvals and force removals
- New extrinsics:
apply_for_candidacy, close_application, approve_application, kick_candidate
register_as_candidate deprecated- Bonds, slashing, rewards, and collator set parameters remain unchanged
