Astar Runtime 2000 Upgrade: Polkadot SDK stable2506, Runtime Cleanups, and dApp Staking Fix

This proposal upgrades the Astar Network to runtime spec_version 2000, delivering a Polkadot SDK uplift, runtime maintenance improvements, and a critical dApp Staking bug fix.

⚠️ Important notice for node operators and RPC providers:
This runtime introduces EthereumRuntimeRPCApi version 6.
EVM tracing clients must upgrade to client v5.48.0 or later before enactment to maintain compatibility.

Aligns Astar with the latest upstream Substrate improvements

2️⃣ Runtime Cleanups & Maintenance

Removal of deprecated AssetHub migration code
Cleanup of stale LastAuthoredBlock and collator selection data
Removal of the sudo pallet
Inclusion of missing runtime migrations

3️⃣ 🐞 Bug Fix – dApp Staking

Fixes a ledger invariant issue in the Ledger contract
Corrects stake count tracking, ensuring accurate dApp Staking accounting
